Add an Event; set the Type to Annual. Set the Recurrence options as desired, i.e. first Monday, day 1, etc. In the months block choose January, April, July, October.
Add two annual events. On the first event, set the event for the 4th Wednesday and then select the months January-October. On the second event, set the event for the 3rd Wednesday and select November and December.
Add the event as a specific Dates Type Event and, in the specific dates text box, add the dates for each of your meetings.
